Who are the individuals involved in the certification and what are their roles?
In the third and final article on the process of certification of companies we will be looking at the individuals involved in certification and their roles in the process.
There are four such individuals as per:

The first individual would be the certification contact. Each company applying for certification will require one person who will be the main contact at the company to which the Canadian Welding Bureau (CWB), the designated person will communicate on all correspondence and will have the authority and responsibility for ensuring the requirements of this Standard are applied and sustained.
Typical choices for the certification contact would be production personnel, management or welding supervisors. These should be individuals who are involved in the daily welding and fabrication operations and communicate with the local CWB representative and any involvement by a welding engineer.
The second individual would be the welding engineer who is either an employee of the company or retained. Companies that fabricate structural components that are regulated by the National, Provincial or Municipal building codes will be certified to either division 1 or 2 of the governing CSA Standards. Division 1 companies employ welding engineers and division 2 companies retained the services of a qualified welding engineer.
The duties of the welding engineer are to provide support to the company as required by the Standard. The welding engineering support shall include the development of all new welding procedures with the help and guidance from the appropriate personnel in the company, when required. This includes the development of all welding procedure specifications (WPS) and all supporting welding procedures data sheets (WPDS) used by the company in fabrication.聽
A retained welding engineer shall also perform periodic visits to review the welding operations of the company as it pertains to the Standard. The welding engineer shall visit the company at an agreed period but, at a minimum, once every three months. To document this, an engineering report, pertinent to fabrication, shall also be provided at a minimum of every three months. The company will be required to have these reports made available for the CWB representative to review when the CWB verification audits are scheduled. These visits may be performed by someone designated by the welding engineer, under the engineer鈥檚 direct supervision, but the welding engineer retains the responsibility for the performance of their duties and the content of the associated reports.聽
The welding engineer may also be asked to perform other welding engineering support for the company鈥檚 activities. These activities could be production related, inspection related, or consulting services on metallurgical issues and best practices.
The third individual would be the welding supervisor. The company shall make sure they employ enough welding supervisors to cover the daily operations in the fabrication shop and in the field when necessary. While a least one welding supervisor is always required, companies may need or wish to have addition supervisors depending on specific organizational needs such as multiple shifts or regular site or field work. The welding supervisor is responsible for ensuring all welding personnel involved in welding operations are qualified and are working with approved welding procedures either in the shop or in the field.聽
The welding supervisor shall have knowledge of the companies welding procedure specifications and data sheets and all welding processes used in the shop/field and have thorough knowledge of the portions of the Standards which they are responsible for. The welding supervisor must be able to read welding drawings and interpret welding symbols and have knowledge of weld faults, inspection methods and quality control as it pertains to the welding operations.聽
Other duties may include training of probationary and other welding personnel on interpreting and understanding the requirements of approved welding procedure specifications and data sheets, welding drawings and equipment operations.聽
The welding supervisor may also schedule, with the CWB, the initial welding testing for probationary welders and upgrade and check testing of the welding personnel and keep records of the welding personnel鈥檚 qualifications as required by the Standard. This may also include the introduction in CSA W47.1 of welding personnel employed in robotic welding operations. The welding supervisor shall have knowledge of the operation including programing and be able to demonstrate to the CWB that all qualified personnel can perform the programing and operating tasks of the robot.聽
As can be seen, the welding supervisors are key individuals in the company with the majority of welding related tasks revolving around them.聽
The fourth and final individual(s) is/are the welder(s) and/or welding operator(s) who perform the daily welding operations. Welding personnel shall be qualified for each process and position used in the fabrication operations of the company, whether in the shop or in the field.
Welders and welding operators are required to perform qualification testing for each welding process and position to cover the companies approved welding procedures and the period of effectiveness of the qualifications is two years for welders where they are required retesting to bring their qualifications up to date.聽
The welder should have knowledge of the operation of the welding equipment being used, be able to read and interpret both welding procedure specifications and data sheets, welding drawings, especially welding symbols, and interpret weld sizes. The individuals should also have a basic knowledge of quality control and perform visually inspection, interpreting weld profiles and discontinuities using the guidance of the welding Standards.
These are the four main individuals who are involved in the certification process and welding operations of the companies certified under CSA welding Standards. They have individual duties but the aim is for all to work together in production of a product that satisfies the requirements of the pertaining welding Standards.
